Welcome to the Ohio APCO State Advocacy page. Our mission is clear: to ensure that 9-1-1 dispatchers across the state are officially recognized as First Responders—acknowledging the critical, lifesaving work they perform every day.
This effort starts at the local level. Each county in Ohio is encouraged to pass a resolution recognizing 9-1-1 telecommunicators as First Responders—the “first” First Responders in every emergency. These local actions lay the foundation for statewide change and build the momentum needed to introduce formal legislation in the Ohio General Assembly in 2026.
